To accomplish this in the new generation Blender 3d 2.5x software;
Open the software.
Click 'Numlock' on your keyboard to switch it on, then press 1 to switch to front view (Front Persp);
Go to 'View' just under the viewing window and then click 'Properties';
A menu then appears on the side of the viewing pane/window from which you then scroll down and click the arrow next to 'Background Images';
Subsequently, tick the rounded box then click 'Add image' to open a submenu (You can add as many submenus for images like this). Click on the arrow next to 'Not set' to get the drop down ;
Click 'Open' to open a browse window, select the file you want (.jpg, .png, other etc) and then it will be loaded;
Click 'All Views' and select your preferred view (All views means all perspectives literally but I shall be using 'Front'). You can also change 'Opacity', 'Size' and move the image with respect to the X or Y axis;
To now see the image click '5' on your keypad for Orthogonal or select it from View>Persp/Ortho Numpad 5;
For additional views, simply click 'Add image', click on the arrow next to 'Not set' to get the drop down and then click the image icon on the left to select from the current list of images if you want.
You can go for new images in this view by clicking 'Open';
